About Us

When a line-of-duty death occurs, the Colorado Fallen Hero Foundation assists, supports, and provides resources for the affected agency. Our intention is to support the affected agency while respecting the needs and wishes of the family of the fallen officer. We are guided by the fallen officer’s family’s needs, requests, and wishes. Our presence and proven process allows agency members to grieve and participate in honoring their colleague without the pressure of funeral planning.

A line-of-duty death is defined by the Public Safety Officer’s Benefit Program as “the death of a public safety officer that occurs as the direct and/or proximate result of a personal injury or illness sustained in the line of duty; or directly related to duty.” Ultimately, it is the fallen officer’s agency head (chief or sheriff) who determines if a death is in the line-of-duty.

Planning a line-of-duty death funeral, while handling the associated investigation and routine calls for service, can overwhelm any agency. Our team of professionals integrates with agency personnel to assist with funeral planning to the extent the family and agency desire. In the Denver area, Horan & McConaty donates their services and provides a casket or an urn at no charge. Over the course of the last 35 years, H&M has donated their services for over 30 public safety officers who have died in the line of duty. Additionally, John Horan provides consultation services to the organization regarding process and ceremony.

The Foundation is proud to provide peer support and mental health resources for agencies that do not have access to such support. In partnership with Dr. Sara Metz and Code 4 Counseling, we are able to deploy a team of trained public safety peer support professionals anywhere in Colorado to assist agencies confronted by a line-of-duty death. 

Most support is provided by volunteers. The Foundation has one part-time, paid executive director to manage the organization and a paid contractor who serves as the Family Support Coordinator to ensure families are remembered and cared for.  The Foundation also liaisons with Concerns of Police Survivors (C.O.P.S.), a national organization supporting the families of the fallen.  The CFHF provides training to agencies throughout the state on how to respond to a line-of-duty death. We also provide guidance to agencies when they suffer a death that is not in the line of duty. 

We understand the impact of such a tragedy and want to ensure the affected agency’s officers and civilian staff are taken care of. We are committed to the survivors.

Our services are provided at no cost to the agency or the family.

The Colorado Fallen Hero Foundation is a 501(c)(3) non-profit organization made up of Colorado law enforcement officers and civilian personnel who volunteer their time to honor the fallen, while respecting the survivors.

  • Stephen Redfearn

    PRESIDENT
    Boulder Police Department

    Stephen Redfearn is the Acting Police Chief with the Boulder Police Department. Prior to Boulder he served with the Aurora Police Department for 22 years and worked in every division including being the Commanding Officer of District 1, the Night Shift Duty Captain, Commanding Officer of the Major Crimes Unit, and working in the Vice and Narcotics Unit and East Metro Auto Theft Task Force. Stephen was a first responder to the Century 16 movie theater shooting and oversaw the hospital transport of victims in police cars.

    Stephen is proud to consult for the Office of Victims of Crime under the Department of Justice and also serve as a Subject Matter Expert for the Colorado Association of Chiefs of Police (CACP) legislative committee.

    Stephen is the founding President of the Colorado Fallen Hero Foundation.

  • Jared Rowlison

    VICE PRESIDENT
    Arapahoe County Sheriff’s Office

    Jared grew up in what is now western Centennial, Colorado and attended Arapahoe High School. After graduating from Montana State University, he returned to the Denver area and began his career at the Arapahoe County Sheriff's Office. Jared was hired as a 911 dispatcher and soon after got to go to the police academy. As a Deputy Sheriff, he had assignments in the Detention Facility and Patrol including an assignment on the hostage negotiation team. Through a series of promotions, he has had additional assignments in the detention facility, patrol, internal affairs, and investigations.

    Currently, Jared is the Detention Services Bureau Chief and oversees day to day operations and the administration of the jail which also includes the Sheriff’s Office’s court security functions.

  • Judy Waligorski​

    TREASURER

    Judy earned her Bachelor of Science Degree in Financial Accounting, Magna Cum Laude, from Metropolitan State University of Denver, and her Master of Taxation Degree from University of Denver. Judy’s professional certifications include Certified Public Accountant (CPA), Personal Financial Specialist (PFS), and Certified Financial Planner™ (CFP®).

    Judy specializes in taxation and tax planning for individuals, partnerships, and corporations. Judy also provides bookkeeping consultation services for QuickBooks™. Judy is a member of the American Institute of Certified Public Accountants (AICPA) and Colorado Society of CPAs (COCPA).

    Judy has been a Tax Manager with Boulder CPA Group, P.C. since July 2005.

    Judy became the Treasurer of CFHF in 2021.

  • Sonja Miller

    SECRETARY
    Lakewood Police Department

    Sonja has been with Lakewood Police Department for 15 years, the last seven of those as a detective in Crimes Against Children.

    Sonja has worked with survivors of fallen officers since 2010, beginning with the Police Unity Tour and on to Law Enforcement United, Honor Roll Memorial Bicycle Ride, and Colorado Concerns of Police Survivors.

    Sonja has been involved with Colorado Fallen Hero Foundation since its founding in 2017.

  • Nick Metz

    EXECUTIVE LIAISON
    Aurora Police Department (Retired)

    Nick has 36 years of law enforcement experience with two major-city police departments. Nick recently retired as Chief of Police of the Aurora (CO) Police Department.

    Nick has long had a passion for taking care of responders and their families through such things as creating full-time staffed wellness units at both Seattle PD and Aurora PD. He was a member of Behind the Badge Foundation of Washington’s Line of Duty Response Team and founding member of the Colorado Fallen Hero Foundation’s Line of Duty Death Response Team.

    Nick is now the Chief Operations Officer for Code-4Counseling, LLC, and helps oversees counseling services, critical incident response, wellness training, peer support training, leadership training, career coaching, and consulting to both public safety and medical organizations. Nick presents on issues of wellness throughout the US and Canada and is currently enrolled at Colorado State University-Global’s Master of Science in Military and Emergency Responder Psychology program.

  • Shannon Brukbacher

    Parker Police Department

    Detective Shannon Brukbacher began her career as a volunteer police explorer in 1995. She has been with the Parker Police Department for twenty-eight years and specializes in Internet Crimes Against Children investigations, crimes against persons, and is a lead investigator for the 18th Judicial District Critical Incident Response Team.

    Shannon is a founding member of the Parker Police Department Honor Guard and is a board member for the Colorado Honor Guard Association responsible for staffing LODD/ADD/retiree funerals across the state.

    Shannon was a part of the founding of the Colorado Fallen Hero Foundation and joined the board in 2020.

  • Dennis Dempsey

    Arapahoe County Sheriff’s Office

    Dennis Dempsey grew up in South Florida where he began his Law Enforcement Career in 1997. There he worked patrol, and was detailed to street crimes, robbery suppression teams, detective bureau, along with being a member of the DUI Task Force and honor guard. Dennis unfortunately lost multiple co-workers who were killed in the line of duty early in his career. It was these events where he saw the importance of honoring our hero’s. This became a passion to do whatever he could to honor both the fallen and their family when these events occur. In 2006 he joined the Motor Unit where he was part of countless presidential, dignitary, and funeral processions.

    In 2011 he and his wife relocated to Colorado where he joined the Aurora Police Department and again joined the motor unit. Working closely with the Fallen Hero’s Foundation, Dennis was honored to become a board member in 2023.

    Dennis and his wife married in 2010 and became the proud parents of twins in 2016. They enjoy camping, traveling, and cheering on the Florida Gators. He is currently an accident reconstructionist and motor instructor with the Arapahoe County Sheriff’s Office, where he specializes in motorcades, processions, and escorts.

  • John Horan

    Horan & McConaty Funeral Home

    In his career, John has managed over 30 line of duty deaths. He is a graduate of the University of Colorado with a B.S. in Business and received an A.S. from the San Francisco College of Mortuary Science. John formed Horan & McConaty in 1986, adding numerous other affiliates in the years that followed. He co-founded the not-for-profit HeartLight Center in 2000, providing support to grieving people throughout Colorado. In 2011, John was named Colorado CEO of the Year.

    John is a founding member of the CFHF.

  • Jim Puscian

    Aurora Police Department (Retired)

    Jim began his law enforcement career in the early eighties when he enlisted in the Air Force. He served four years on active duty then transferred to the reserves. Jim continued his law enforcement career with the Aurora Police Department starting in the mid-nineties. During his total career, Jim served in patrol, K9, community policing, honor guard, training, policy development, special operations, investigative, and senior management roles.

    Jim retired as a Senior Master Sergeant from the Air Force Reserves in 2004 and from the Aurora Police Department as a Commander in 2020.

    Jim has been with the Colorado Fallen Hero Foundation since its founding serving as a Safety Officer, and in the Planning and Logistics sections on Law Enforcer’s funerals. He was elected to the CFHF Board in 2022.

  • William Revelle

    Aurora Police Department (Retired)

    William grew up in Southern California and fulfilled his childhood dream of becoming a Los Angeles County Sheriff’s Deputy in 1986. There he worked in the jail, patrol and as a Gang Deputy. In 1993, he and his wife moved to the Denver area where he ended up at the Aurora Police Department. William has worked several assignments at Aurora including crime impact team, range officer, academy staff, crimes against children investigations, narcotics, and Traffic.

    He retired in 2023 and considers it an honor to do the work that he does with the Colorado Fallen Hero Foundation.

  • Danny Veith

    Denver Police Department

    Danny Veith has been a police officer in the Denver metro area since 1985. He has been active in critical incident stress management and peer support for 30 years.

    Danny has been involved in line-of-duty death responses for over 10 years, and is a founding member of the Colorado Fallen Hero Foundation.

  • Pam Webster

    Colorado State Patrol

    Sergeant Pam Webster has been employed by the Colorado State Patrol (CSP) for 25 years and is currently assigned to the Continuing Education Section at the Colorado State Patrol Academy. Previously she was assigned to Troop 3D Limon and the Colorado Information Analysis Center (CIAC). She started her career assigned to the Troop 5A in Durango, CO. She supervised the Colorado State Patrol Intelligence Unit and the Field Intelligence Unit that assisted with intelligence for events to include the State Capitol events and protests, X Games, World Alpine, Colorado Classic Bike Race.

    In 2020, Pam became a board member of the Colorado Fallen Hero Foundation. She has participated in numerous charity events, memorials and events to assist the foundation and families. She believes the foundation is the key to assisting families and agencies in a time of grief.

    Pam has been married to Scott Webster for the last 17 years. They have two children, three dogs, and two cats round out the family. She enjoys gardening, growing flowers, reading, being outside, swimming, running, camping, and spending time with family and friends.

  • Heidi Prentup

    EXECUTIVE DIRECTOR
    Boulder County Sheriff’s Office (Retired)

    Heidi was born and raised in Boulder and decided on a career in law enforcement in 9th grade when she interacted with an officer who was a great example of professionalism and service.

    Heidi started in law enforcement as a cadet with the Boulder Sheriff’s Office while in high school. Heidi was a deputy at the Jefferson County Sheriff’s Office and then Boulder County Sheriff’s Office where she retired as the Support Services Division Chief after a 33-year career. Heidi was on the Governor’s Task that authored laws to prevent elder abuse and require mandatory reporting of crimes against at-risk adults.

    Heidi is married to Stephen Prentup, who is also retired law enforcement. Stephen provides support to the Foundation on deployments and assists with fundraising.

    Heidi was a founding board member of the CFHF and currently serves as the Executive Director.

  • Alicia Romero

    FAMILY SUPPORT COORDINATOR
    Aurora Police Department

    Alicia began her career as a dispatcher and a Deputy Sheriff and later found her passion in caring for law enforcement families.

    Outside of the Colorado Fallen Hero Foundation, she is the Founder and President of the Aurora Police Spouses Association and the Founder of Beyond the Badge, LLC. both of which support law enforcement families. Supporting families of Colorado's Fallen Heroes for the years to come was a perfect fit.

    Alicia has two boys and is married to a police officer and is the daughter of a retired police officer.

Our History

The Colorado Fallen Hero Foundation was established in 2017. Nick Metz, who at the time was the Chief of Police in Aurora, CO brought his experience as a member of the Behind the Badge Foundation in Washington State to Colorado. A large group of law enforcement officers gathered to consider how their model would fit in Colorado. As a direct result of support from the County Sheriffs of Colorado, and the Colorado Association of Chiefs of Police, and through the leadership and training provided by our sister foundation, Behind the Badge Foundation | Serving Those Who Serve™, along with the backing of funeral service professionals and many, many, citizens, The Colorado Fallen Hero Foundation was born.
